Kindly advise if an Import-Export code number is required for IT service provider providing e-files to customers overseas. If yes, should it be applied on company pan number or director pan number.

You only need an IEC if you are going to be making sizeable exports and your income from export of services is more than Rs. 9 lakhs. In this case, getting an IEC will make you eligible to get a service tax exemption.

It should be applied on the PAN of the company..

As of now it has not reached 9L, but may reach there, so it is advisable to apply for it. 

Also if you could advise, if I want to buy the software (packaged /non-customized) for my work from US do I have to pay service tax, vat etc here in India over n above the cost of software.

 

IT IS ADVISABLE TO TAKE IEC, 

YOU WILL ALSO BE ABLE TO CLAIM VARIOUS EXPORT BENEFITS THATS FLOATED BY MINISTRY OF COMMERCER.   LIKE FOR SERVICE EXPORTS YOU WILL BE ABLE TO CLAIM SERVED FROM INDIA SCHEME AND OTHERS

IT IS ALSO NOTED THAT RCMC OF CONCERNED EXPORT PROMOTION COUNCIL IS MANDATORY FOR DGFT INCENTIVES.

if you open an STPI unit it will be exempteion of duty , vat more incentives as per notified by government of india from time to time.
