Have you paid the TDS, or is the TDS payable account still outstanding ?
If you have paid TDS, there is no way for a refund , you can adjust the amount with the TDS liability of the same section in the same year.

If TDS has been deducted and paid to IT department.Why you will not get refund.I am not clear about your question.Elaborate it

The deductor should write a letter clearly mentioning the fact of unnecessary deduction along with the revised tds return claiming the refund.

we can adjust the excess amount of tds which we have deposit to IT department ,towards the other tds liability and when the case will ,we can show the challan and the detail for the deductees and clearly mention them about excess deposition
