If the GSTR1 is not filed within the due date, what is the consequences.

yes they can file after 10/1/18 no prob on it
In my opinion.Late filing attracts penalty called late fee. The late fee is Rs. 50 per day per Act. So it is 25 under CGST & 25 under SGST. Total will be Rs. 50/day.
