how to file gstr1 for artel...etc recharge business selling Sim cards. that person told me I have no sales bills I no nead I have only purchased bills like.... how to get sales bills from there Airtel office or how to file gstr1

Without sales bills you can't file GSTR 1 unless no sales is there for that period.

You Prepare Bill related to Recharge Coupon & E-Top Up separately on daily basis in consolidated.
Because in Your case all Customer are Retailer.
