Give ur opinion on ICAI's latest noti. on Transfer

The president in july speech had told that they are gonna discuss in their Council meeting of June28-July 1 about the revision of transfer rules and that of stipend. Well, as stipend hasn't increased by even Rs 20; and the recent notification on Transfer has raised eyebrows of many students including me.Plz give ur reviews and thoughts on the issue. https://www.icai.org/resource_file/19592announ10698.pdf
