Tax will be calucalated In Form GSTR 3B table 6.1.... and there is no concept of paying partial liabilty

in GST3B No.6 Payment of taxes, do we 1st have to generate challan pay the tax & then click on the tab Offset Liability, because without paying tax it is giving me an error as " Insufficient cash balance available to discharge liability"? Also, i am entering the GST payable in the tab "Tax/Cess Paid in cash" hope it is the right place.
