Different Gst Rate

Is there is any condition that if I sell quilt above 1000/- then GST rate will be 18% and if sell below 1000/- per pc then GST rate will be 5%.

No, you cannot sell quilts at 18% or 5% GST. The quilts are classified under HSN 9404 which attracts GST @ 28%. The rates mentioned by you are applicable on some of the goods falling in chapter 6301. For example, covers of the quilts may fall under chpter heading 6301 attracting GST on the basis of their price above Rs. 1000/- or below. But the same is not applicable to quilts.

No, this is not applicable to blankets. The blankets are classified under chapter heading 6301. The blankets attract CGST @ 5% if sale value is below Rs. 1000/- and 12% if above Rs. 1000/-. The IGST is also 5% and 12% depending on sale value as stated above.
