Hi,
As per my understanding, the MoU between the partners would stand on the same footing as a 'Amended/ Supplementary Partnership Deed' and therefore, if signed by all partners is valid. As for signatures of the witnesses, it only help in case of subsequent disputes as to the identity of the signing parties and/ or establishing that the signatures have not been forged or obtained without consent.
