first you change in roc submit form 17
for change in it you have to resubmit form 49A for change in address after change in ROC
then submit 49B for change in TAN APPLICATION
within 30 days from the change of adress youy have to inform ROC

Respected Member, (1.) In case of individual, for change in address you have to fill CORRECTION FORM 49A to PAN department near to your city, in which you have to tick in front of Change address which result you got pan card at your latest address.for this you have not to inform ITO. (2.) As per you question there is no time limit for infom to ITO BUT you should do as possible as early.when you file return of AY-2011-2012,you have to file return with new address in between you have to apply for PAN for correction and attach a copy of this form while filing return manually,if you file online then you should just keep photo copy of PAN form with you. Change in adress of Individual means chaning our details in NSDL data base. If you do not make changes you get all communications to the old address only.
Change the above deatils with applying Form 49B Correction form.. Filing It return is not affected by any way if the address is not updated

fill form 49A at the earliest,
during this period all assessment and refunds would be routed to old address.
once the address change is confirmed, all such communication will come to new address,
in case any pending refund etc, then you have to ask old ITO to send the file to new ITO showing current year return submitted to new ITO.
