I think this is a good move. As the present timing of 02.00 - 05.00, is a challenge for students in itself. Everyone is sleepy in the middle of the day. Also, in north India, in summers the temprature is around 45 Degree celcius, which in itself is a big challenge.
The new timings will put the students at ease and will be a boon for them.

Yes. From May 18 onwards. Check the notification in the news section.

but the timing are not helpful for metro city students.
Morning 10.30 is office time and lot of buses and trains are already over crowded
plus there is heavy traffic from 8.30 AM. We have to come out of our house from 8.30 AM to reach to exam center till 10.15 AM. the time will be wasted. Earlier we can go to exam at 1 PM and all corporate / office going people will not be there on roads, so very less traffic is there at afternoon.
revision not possible in morning due to time constraint:
Moreover, even if we revise entire syllabus on previous day we need to revise it again on the exam day itself, from morning 5 AM to 8-9 AM it is difficult to revise syllabus. and we have to go to exam center early because of traffic. so time is wasted in bus or train. we cant concentrate in bus or train.
conclusion:
Hence time is not good for those who live in metro cities like pune mumbai in maharashtra. Here in Pune heavy traffic starts from 8 AM and it took almost 2 hrs with traffic for a distance which can be covered in just half hour without traffic.

EXCELLENT Move by ICAI.
KUDOS to them.
My Senior was telling me that in their time
1.There was not a holiday in between exams except Sundays or National/Religious holidays.
2.Final Exams were held from 8 to 11 A.M..after giving exams you had enogh time to rest and revise important topics.
If anyone says that he needs time to revise in between exams .I firmly believe which you could not do in 6 monthe ,you can not do in one day.
So I welcome the change of timings But in my opinion it should be revised to 9 A.M.

Appreciation for the answer by @ Kapil Kumar. Indeed this is a welcoming action. It shows that people at the institute are listening to the feedback they receive from students. Some of the students might not like this move, but a majority of them are in its favor.
