Energy levels at the start of the day are better than mid after noon. I personally feel too sleepy at that time.

What a person could not do in 6 months,you expect him to do all those things in one day.
It means CA s who qualified when the timings were from 8-11 A.M With NO HOLIDAYS/Gap between were academically / mentally /emotionally more strong than us.
Regarding transportation 10-15 years ago ,there were less means of transportation available as compared to today.
You wake up fresh/energetic in morning with 6-7 hours of sleep.
In my opinion the timings must be restored either to 8 or 9 in the morning -its ideal time to give exams.
