if the student of ipcc having passed the cpt and then get serious ill,can go on medical.his/her previous registration will be valid for the next attempt.

Strictly speaking, average is a "C" which is a GPA of 2.0/4.0. As typical med school admissions have minimum GPA's near 3.0, the answer to your question is technically no, they can't. Similarly, the average MCAT attempt is about a 27, though the average admitted student scores about 30. So in this case, the answer could be yes.
