He can take transfer if he joins as in industrial trainee somewhere. 

As he wants within the same city, he cant use the parents transfer funda. Medical reasons also wont do as it would require a break in articleship of about 3 months.

However, articleship transfer may be allowed without any restriction during the first year only. In your friend case, as he has already completed that 1 year, I feel difficult unless a strong reason is there and such reason should fit as per the icai's rules.

His principal is not paying stipend to him since last many months, so I think its a fit reason to get the transfer approved. Comment on this please...

Further, his principal is not maintaing any attendence register for articles.

If his principal is not paying stipend then he has to inform to institute and his principal will be fall under other misconduct as code of ethics issued by ICAI.

my ca does not have enough work..its just i have to go there sitting till 5 and doing nthng...is there any way tht i can take transfer within same city

write to the institute.. u will surely get a response, they will surely assist in planning for u in the long term, in forums like these, many of us do not know the working of ICAI. Not many would know how ICAI initiates actions on such matters. So please speak to your local CA branch chairman/sicasa/wicasa/any other CA or a CA faculty. 

Take my advise seriously, ICAI will not leave you alone, if CA is wrong, surely actions will be taken, many do not know this. Collect evidence, be bold enough to face people in ICAI.

Rehan its true that there is a provision in the ICAI rules that if stipend is not given by the principal then transfership can be given to article but it will not going to happen as i knw a case whr principal is not giving stipend to the articles & whn this matter came in the knowledge of ICAI thn icai jst said the principal to pay the stipends & transfership is not given to the articles

& regarding attendence register..many of the CA,s dont maintain tht...so jst forget abt tht..

People i jst wana say the..we are in the aticleship to learn not to earn..no one is going to teach us how to do work..no one is going to tell us do that work or that work...its all our efforts..find or create work..learn urself..keep asking questions to ur seniors, accountants,clients,ur principal.gather knowledge no matter its relevant or not
