Apply for CST number in back date

Hi All

I have a query on CST application in back date. Trader is registered under VAT but don't have CST number, If trader bought goods under CST by mistake and sold goods with paid VAT amount to state government.Now trader need C form to submit to seller. How can he apply for CST number in back date.

he has paid all local VAT amount on CST purchase.
