One of my clint owns a dyeing unit apart from doing own job he does dyeing work for other entity's also. Now please suggest is Service tax is applicable in this case.

Job Work under Business Auxiliary Service (BAS) is Exempt if there is "manufacture of excisable goods" and it seems that your client does not produce any excisable goods.
So the service of job work provided by your client is TAXABLE under the Business Auxiliary Service (BAS)
