Applicability of New TDS Rates

With effect from 01.10.2009

Are you sure? Because I had read that the non-application of surcharge & education cess is for F.Y. 2009-10 and hence, its benefit can be availed from 1.04.2009. Please confirm.

TDS Rates are effective from 1st October 2009.........

the new rates have been effected from 1.10.2009 but the non deduction of cess & surchage from 1.4.2009

But I think, like me, many others are also confused about the matter...There is still no consensus on the issue.

I have got the answer to my question... So, the answer for all of you who are still in the dark.. Sushant is right.. TDS rates are applicable from 1.10.2009 but the benefit of non-deduction of TDS can be availed from 1.04.2009. Thanx Sushant..
