Meeting of Consultative Committee of M/o Social Justice & Empowerment held at Mysore, Karnataka on the
Subject: "NSFDC" Duties to be performed by NSFDC
The Consultative Committee of Parliament for the Ministry of Social Justice & Empowerment held its 4th meeting
yesterday at Mysore, Karnataka. The subject of the meeting was “National Scheduled Castes Finance and Development
Corporation (NSFDC) Duties to be performed by NSFDC”. The meeting was held under the Chairmanship of Shri
Thaawar Chand Gehlot, Union Minister for Social Justice & Empowerment and Chairman of the Consultative Committee.
Shri Krishan Pal Gurjar, Minister of State for Social Justice & Empowerment, Members of Consultative Committee, Shri H.
Anjaneya, Minister (Social Welfare), Government of Karnataka, Smt. Anita Agnihotri, Secretary, M/o SJ&E, Shri
Manivannan P., Secretary (Social Welfare), Government of Karnataka and Shri Shyam Kapoor, CMD, NSFDC also
participated in the meeting.
At the outset, Secretary, DoSJ&E, MoSJ&E welcomed the Chairman and participants to the meeting and briefed the
participants about various activities of MoSJ&E and NSFDC.
Delivering welcome address, Shri Thaawar Chand Gehlot gave an overview of various welfare schemes MoSJ&E and
NSFDC are implementing for the benefit of Scheduled Castes and other target groups. NSFDC is a Central Public Sector
Enterprise of MoSJ&E. NSFDC has 11 loan schemes and 1 grant scheme. Financial assistance is provided under the loan
schemes ranging from Rs.50,000 to Rs.30.00 lakh to Scheduled Castes entrepreneurs for setting up their own business
ventures through channel partners. Under Grant Scheme, NSFDC is providing 100% grant for Skill Development Training
Programme and stipend @ Rs.1,500 per month per trainee in the fields of Apparel Technology, Information Technology,
Leather, Plastics Engineering and Accounting & Insurance etc.
He also informed that since 2015, NSFDC has been implementing Green Business Scheme for the target group. Under the
schemes, target group can take up income generating activities which would tackle the climate change and mitigate the
Green House effect along with income generation as per Central Government commitment. The activities under the scheme
are Poly House, ERickshaw, Solar Energy Gazettes, Compressed Air Vehicle etc. In the last two years, NSFDC has
sanctioned Rs.27.18 crore and disbursed Rs.14.25 crore for implementation of 443 units of Poly House in Andhra Pradesh
and West Bengal and 1,855 units of ERickshaw Bihar, Delhi, Jharkhand, Maharashtra, Uttar Pradesh & West Bengal.
Subsequently, Sh. Shyam Kapoor, CMD, NSFDC gave a power point presentation highlighting mission, objectives of the
Corporation, channelizing agencies, eligibility criteria, profile of scheduled castes in India as per Census 2011, various
schemes, cumulative achievement, issues of SCAs, strategy 2022, challenges faced and awards won etc.
Thereafter, the forum was open for discussion on the topics. The Members gave their feedback and suggestions on the topic.
The Members desired NSFDC to have focused approach for the development of the target group and take concerted efforts
to increase the channelizing agencies to expand the outreach. Further, some of the members also advised to follow up with
the concerned State Government to take necessary action for resolving the issues of overdues, Government Guarantee and
unutilized funds etc. so that collaboration between NSFDC and SCAs in all the States and UTs must go on for the socio
economic empowerment of the target group.
At the end, the Chairman assured that all the suggestion/feedback made by the Members shall be taken care of and the action
taken report on the issues will be presented before the Members in the next meeting.
Achievements of the Deptt. of SJ&E vizaviz State of Karnataka:
(a) For SCs beneficiaries Scholarships of Rs.2661.86 crore in 201415 Rs.2704.88 crore in 201516 & Rs.2757.04 crore
upto 30.09.2016 in current year have been disbursed. For Karnataka, 62 crore was released for SC Scholarships in 201415,
Rs.38.74 crore in 201516 & in 201617 Rs.33.00 crore.
(b) In Venture Capital fund for SCs amount Rs.240.00 crore transferred to IFCI in last 2 years. Till now, 55 SCs
entrepreneur amount of Rs.200.00 crores sanctioned and Rs.105.00 crore disbursed till now,
(c) For OBCs total disbursed for 2 years about Rs.2150 crore
So far, for Karnataka for the year 201617 amount Rs.6.07 crore has been released for prematric OBCs and amount
Rs.42.30 crore released for postmatric OBCs.
Between 201415 and till September, 2016, for the State of Karnataka, the Deptt, of SJ&E has disbursed Rs.288.18 crore in
SC & OBC Scholarship.
(d) For Scheduled Castes DNT total Rs.9.00 crores disbursed in last 2 years, out of this Karnataka got. Rs.2.00 crore.
National Backward Classes Finance & Development Corporation was incorporated in 1992 with objective of socio
economic upliftment of the poor amongst the Other Backward Classes. The Corporation has disbursed approx. Rs. 3300.00
crore for nearly 22 lakh beneficiaries. Of this Rs.344.00 crore has been disbursed for 2,14,332 beneficiaries in Karnataka.
The Karnataka Corporation is one of the top performing State Channelising Agency of NBCFDC. In the current year
NBCFDC has sanctioned Skill Training of 740 beneficiaries in the State in areas including Plastic Engineering, Mobile
Repair and Apparel Training.
National Safai Karamcharis Finance & Development Corporation was incorporated in 1997 as an apex corporation under
MoSJ&E is working for social economic development of the Safari Karamcharis, Manual Scavengers and their dependants.
Till date, corporation has disbursed Rs.1297.65 crore for 3,10,270 beneficiaries of which Rs.154.48 crores have been
disbursed for 10,247 beneficiaries as on date to Karnataka.
The corporation is also working for upliftment of the lot of the people at the bottom of the pyramid namely Manual
Scavengers. A total of 768 Manual Scavenger have been identified in initial survey in Karnataka of which 303 have been
uploaded in the website. Total Rs.95.80 crore has been released as One Time Cash Assistance (OTCA) to 239 beneficiaries.
Another, Rs.1.49 crore has been released to 190 beneficiaries who have availed financial assistance under NSKFDC
