Gamers Set to Play Less as 28% GST Hits: 'State of India Gaming' Report Reveals Industry Challenges
A significant number of real money gamers in India are expressing their intent to reduce their gameplay in response to the government's decision to impose a hefty 28% Goods and Services Tax (GST) on gamers. The move is causing concern within the gaming community and may have broader implications for the industry.
According to a recent report titled 'State of India Gaming,' jointly published by Lumikai in collaboration with Google, 60% of respondents stated that the introduction of this new GST rate, coupled with changes in tax deducted at source (TDS), will likely impact their gaming habits. Lumikai, a gaming and interactive entertainment venture fund, conducted the survey.
The decision to implement the 28% GST rate on gross revenue of online gaming firms was officially announced following the 51st GST Council meeting, amending the Central Goods and Services Tax Act, 2017. This rate represents a significant increase from the previous 18%, and it has stirred concerns within the gaming industry.
The report highlights that the GST demands from gaming businesses now surpass the sector's revenues. Notices for tax payments totaling $8.9 billion were served for a period spanning FY18 to FY23, while the total revenue generated by the gaming industry during this time amounted to $4 billion. Government policies have also established different taxation criteria for games with cash-based outcomes and those with non-cash based outcomes.
In addition to the tax challenges, funding in the gaming sector has witnessed a sharp decline, plummeting by 75% year-on-year in 2023, mirroring the global trend of a 79% decrease. Funding in this sector had reached $156 million in 2018, peaking at $1,744 million in 2021, and then falling significantly to $567 million in 2022.
Despite these challenges, the gaming sector still holds potential for growth. In FY23, there were approximately 15.4 billion gaming downloads in India, solidifying the country's position as one of the world's largest gaming markets. India boasts over 568 million gamers, representing over 50% of all internet users in the country. Notably, around 140 million gamers are currently paying users, reflecting a 17% increase year-on-year.
The majority of gamers, approximately 50%, fall within the age group of 18 to 30 years, with a male-to-female ratio of roughly 60:40. The report further highlights an increase in the number of gamers hailing from non-metro cities, which rose from 57% in the previous fiscal year to 66% in FY23. Additionally, about 62% of users expressed that they prefer using UPI as their payment method for in-game purchases.
The report paints a complex picture for the gaming industry in India, where a thriving user base coexists with regulatory challenges and financial uncertainties, leaving industry stakeholders and gamers alike with much to ponder.
