In a significant move to enhance transparency in the GST registration process and combat fraudulent registrations, Gujarat inaugurated 12 GST Service Centers in November 2023. This initiative has effectively deterred bogus applicants, resulting in a notable decline in GST registration applications by an average of 25% between November 2023 and May 2024.
Positive Impact of Mandatory Biometric Authentication
The introduction of mandatory biometric authentication at these centers has shown remarkable results. In the first month alone, the number of GST registration applications plummeted by over 55% compared to the same period in the previous fiscal year. The following data highlights the decrease in applications received from November 2023 to May 2024 compared to the corresponding months in 2022-23:
Month | 2022-23 | 2023-24 | Decrease in % |
---|---|---|---|
November | 26640 | 11914 | 55.28 |
December | 23636 | 19629 | 16.94 |
January | 31501 | 21664 | 31.23 |
February | 25484 | 21202 | 16.80 |
March | 25107 | 19825 | 21.04 |
April | 23881 | 20032 | 16.12 |
May | 23989 | 19777 | 17.52 |
Streamlined and Transparent GST Registration Process
According to the Gujarat State Tax Department, the previous system was vulnerable to exploitation, with individuals using credentials of economically disadvantaged people and their fake documents to evade taxes. The new system, however, mandates biometric verification for all applicants, ensuring authenticity and transparency.
Applicants are now required to undergo biometric authentication at the newly established GST Service Centers. This process involves scrutiny based on over 40 parameters, conducted in one streamlined session, after which GST Registration Numbers are issued. This enhanced process, managed by the 12 GST Seva Kendras, has made GST registration more efficient, transparent, and user-friendly.
Locations of the GST Service Centres
On November 7, 2023, Union Finance Minister Nirmala Sitharaman inaugurated these 12 GST Service Centers. The centers are strategically located in the following cities across Gujarat: Vapi, Gandhinagar, Ahmedabad, Surat, Vadodara, Godhra, Mehsana, Palanpur, Rajkot, Bhavnagar, Junagadh, and Gandhidham.
Expansion Beyond Gujarat
Gujarat has set a precedent by being the first state to launch these GST service centers. Following the successful implementation and positive outcomes in Gujarat, the government plans to extend this system nationwide. Officials from various states, including Maharashtra, Rajasthan, and Madhya Pradesh, as well as members of the GST Council, have visited the Gujarat centers to observe their operations and integrate similar systems in their regions.
The launch of these centers marks a significant step towards fostering a more transparent and efficient GST registration process, potentially setting a model for other states to follow.
