Indian Space Association seeks GST exemption, tax holiday in Union Budget 2024-25

Last updated: 25 January 2024

The Indian Space Association (ISPA) has presented a comprehensive set of proposals to the government, seeking favorable fiscal measures in the upcoming Union Budget 2024-25. These measures aim to provide a significant boost to the country's satellite industry and foster innovation in the space sector.

GST Exemption and Tax Holidays

ISPA has urged the government to grant Goods and Services Tax (GST) exemption for satellite companies, including satellites, launch vehicles, and ground equipment manufacturing. The industry group emphasizes the importance of extending this exemption to key inputs in the production process. Additionally, ISPA is pushing for tax holidays and exemptions for firms operating in the space sector, coupled with concessions on customs duties for specified imports.

Foreign Direct Investment (FDI) Policy and Production Linked Incentive (PLI) Scheme

Addressing the need for clarity in the foreign direct investment (FDI) policy for the space sector, ISPA's recommendations include defining a clear framework to attract foreign investments. The association has also proposed the introduction of a Production Linked Incentive (PLI) scheme specifically tailored for space-grade components. This is envisioned to stimulate domestic manufacturing capabilities and reduce dependence on imports.

Integration of Space Technology Across Domains

ISPA highlights the potential of space technology in diverse sectors such as agriculture and disaster management. The association suggests adopting space tech solutions in these domains, emphasizing the positive impact it can have on enhancing productivity, monitoring disasters, and improving overall efficiency.

Tax Rate Reduction and Capital Subsidy

In its proposals, ISPA has called for a reduction in the tax rate to 5% on external commercial borrowings, aiming to make financing more accessible for space-related projects. Additionally, the association seeks a capital subsidy on infrastructure investments, aiming to encourage private enterprises to invest in space-related infrastructure.

Comprehensive Regulatory Framework

Lt. Gen. AK Bhatt, Director General of ISPA, stresses the need for a comprehensive regulatory framework to propel the space industry. He highlights that addressing existing fiscal and taxation challenges is crucial for fostering innovation and ensuring the financial well-being of the sector.

Incentivizing Private Space Enterprises

ISPA urges the government to consider its recommendations for incentivizing the growth of private space enterprises. By leveraging the government's support and visionary policies, these enterprises have the potential to deliver significant socio-economic benefits to the nation.

Conclusion

As ISPA aligns its proposals with the 10-year strategy of IN-SPACe, it envisions substantial growth in the space sector. The proposed measures aim to not only drive innovation but also encourage the adoption of space tech applications and cost reduction strategies, contributing to the ambitious $44 billion target set for 2033. The success of these proposals could position India as a formidable player in the global space industry, fostering economic growth and technological advancement.
