The Central Board of Indirect Taxes and Customs (CBIC) has initiated a comprehensive assessment of the territorial jurisdiction of Central Tax Commissionerates across all Central Tax Zones. This move follows multiple representations from various zones requesting a reorganisation due to administrative reasons.
The development was communicated through an Office Memorandum (OM) F.No. CBIC-20010/5/2025-GST/258, issued on March 12, 2025. The Chief Commissioners of all Central GST (CGST) Zones have been instructed to submit proposals for revision and reorganisation, along with justifications, to the CBIC by March 31, 2025.

Text of the Memorandum is as follows
The undersigned is directed to refer to the subject above and inform that various representations have been received from different Central Tax Zones for further reorganising the territorial jurisdiction of the Central Tax Commissionerates (CGST) under their Zones due to various administrative reasons and to state that the matter has been examined.
In this regard, it has been decided that instead of revising and reorganising the territorial jurisdiction of the Central Tax Commissionerates (CGST) in a piecemeal manner, an assessment of such requirements can be done for all the formations (Central Tax Commissionerates) under all the Central Tax Zones of Central Board of Indirect Taxes and Customs, which shall then be put up to the Hon'ble Finance Minister in a comprehensive manner.
Thus, it is requested that Pr. Chief/Chief Commissioners of all central CGST Zones may assess such requirement for revising and reorganising the territorial jurisdiction of the Central Tax Commissionerates (CGST) under their Zones and may please send the proposals regarding such revision and reorganisation specifying the justification and reasons for the required changes to this office latest by 31st March 2025. The proposals may be sent via e-mail to gst-cbec@gov.in along with a copy to prashantsharma.irs@gov.in.
