In a significant move aimed at streamlining India's tax framework, the Union Budget 2025-26 has introduced a brand-new Income Tax Act, 2025. While the new tax code does not alter existing tax slabs, it seeks to eliminate redundancies and overlaps, making the tax system more efficient. The revamped legislation contains 2,60,000 words, nearly half of the old Act's length, reflecting the government's commitment to simplification.

CBDT Gears Up for Implementation
The Central Board of Direct Taxes (CBDT), the nodal agency responsible for implementing the new tax code, has commenced efforts to overhaul income tax rules and forms. A senior government official told Moneycontrol, "Parallelly, with the select committee review, CBDT will start work on rules and forms. If the new Income Tax Act has to be implemented from April 1, 2026, then the rules and forms also have to be ready. So, we have to do that during this period."
The review process will involve meticulously examining existing rules to remove redundant provisions, align section references with the revised Act, and ensure smooth implementation. The initiative is expected to enhance compliance, reduce ambiguities, and minimize tax-related litigation.

CBDT will begin reviewing and restructuring tax rules starting next month. The extensive exercise will focus on simplifying existing forms, updating references to the new section numbers, and eliminating outdated provisions. "CBDT will start work on it next month. A lot of work will be there – all forms, all rules – because right now the Act has been simplified, and now the rules is another book; this also has to be simplified," the official added.
The government has set an April 1, 2026, deadline for the implementation of the new Act. To ensure a seamless transition, CBDT is working in parallel with legislative reviews to finalize the procedural framework in advance.

Finance Minister Nirmala Sitharaman has consistently emphasized the need for a simpler, more efficient tax regime.
