53rd GST Council Meeting: List of New Rate Changes for Goods and Services

Key Announcements from the GST Council Meeting

  1. Exemption for Hostel Accommodation Services: The GST Council has exempted services related to hostel accommodation outside educational institutions for amounts up to ₹20,000 per person per month. This exemption is applicable only if the student stays in the hostel continuously for 90 days, a measure designed to prevent hotels from exploiting this benefit.
  2. Railway Services Exemptions: Purchases of railway tickets, as well as payments for waiting room and cloak room charges, are now exempt from GST. Additionally, services provided by battery-operated vehicles and intra-railway services will not attract any GST, reducing the burden on travelers and encouraging the use of eco-friendly transportation.
  3. Interest Waiver on Penalties: The GST Council recommended a waiver of interest on penalties arising from tax demand notices, aiming to provide relief to taxpayers and promote compliance.
  4. Uniform GST Rate on Milk Cans: To support the dairy sector, a uniform GST rate of 12 percent has been established for milk cans, simplifying the tax structure and aiding dairy farmers.

Centre's Commitment to State Financial Support

During the pre-Budget consultations, Finance Minister Sitharaman reiterated the Centre's commitment to supporting states through timely tax devolution and the settlement of GST compensation arrears. She emphasized that these measures are crucial for driving economic growth and ensuring that states have the necessary resources for development.

Moreover, Ms. Sitharaman urged states to leverage the 50-year interest-free loan scheme provided by the Centre for undertaking specified reforms. This initiative is part of a broader strategy to incentivize structural changes and enhance the overall fiscal health of the states.

Conclusion

The recent pre-Budget consultations and the GST Council meeting underscore the government’s proactive approach to financial governance and economic reform. By addressing key taxation issues and ensuring robust support to states, the Centre aims to foster a conducive environment for sustained growth and development across the nation.
