Job Title: DEPUTY DIRECTOR FINANCE AND ADMINISTRATION

Organization: INTERNATIONAL INITIATIVE FOR IMPACT EVALUATION (3ie)

Reporting to: EXECUTIVE DIRECTOR


Background:

3ie was set up to promote enhanced development effectiveness by providing substantial new financial resources and technical expertise to support rigorous impact evaluations that address questions of importance to policymakers and program managers in low- and middle-income countries. The grant program of 3ie has been running for just over two years. As of the end of 2010, the 3ie Board has approved close to US$ 30 million for studies in over 20 countries. Together with the efforts of many implementing partners, 3ie-supported studies will influence policy by providing evidence of what works and why and eventually contribute to improve the lives of millions of people in developing countries. 3ie Inc. is a US-registered NGO, but most of its resources are executed through the Global Development Network, an international organization with Headquarters in New Delhi, India, with which 3ie has entered into a strategic partnership. While 3ie aims to become an independent organization within a 6-year horizon, it currently operates as a Program of GDN.

Reason for Hire:

3ie is looking for a dynamic and mature Finance and Operations expert to build the capacity of 3ie and its staff to achieve their strategic objectives and improve their performance and to ensure that the systems and capacity required for the governance and management processes required by 3ie are in place and well functioning. The role would need to provide financial services and office
management support to 3ie in an effective, efficient, and timely manner, ensuring that 3ie is effectively resourced and managed. The incumbent would need to oversee the smooth and
efficient running of administrative services within 3ie (HR, travel and administrative staff) prepare the annual Work Plan, budget estimates, and financial forecasts, provide timely, accurate,

up-to-date financial statements, reporting against budget to the Executive-Director and the 3ie Board, Funders and Members to ensure Information Technology service are technically up to date, efficient and effective. Ensure the Board of Commissioners is serviced so the Board can be effective according to best practice governance standards.

Scope of role:

Financial reporting on approximately US$12-13 million p.a. to Board, Funders and Members;
Supervision of 2-3 staff members, growing to 8-10 (when 3ie operates as an independent organization)

Direct reports:

Finance Officer and an External liaison officer and Administrative Assistant
Currently 3ie has collaborated with GDN to share their office infrastructure. Once 3ie establishes its independent Office, the following hires are envisaged additionally; Manager HR, Officer IT, Travel officer, General office service staff.

Budget Accountability:

$13.9 million (2011)

Principal Responsibilities:

1. Financial management
• Development and implementation of financial reporting systems for both internal and external use
• Oversight of all accounting and financial management with reportings to 3ie Executive-Director, including annual budget, quarterly reports and the Annual Report to Boards and Funders
• Monitoring and analysis of grant budgets, expenditures, claims and recommendations to ensure targets are met. Review of cost repost and reimbursements.
• Supervision of employees engaged in the preparation and maintenance of financial records, budgets along with implementation of external auditor’s recommendations.
• Joint responsibility (co-signatory) for processing of payments

2. Information technology
• Ensures all computer systems are operating effectively
• Liaises with computer supplies companies
• Maintains 3ie computer systems and equipment
• Provides regular advice on updating computer systems
• Provides Help Desk and training for all staff
• Ensures regular back up for all 3ie data which is kept offsite
• Oversees Website contract

3. Management of the 3ie offices and contract services
• Oversees 3ie institutional arrangements in Delhi,
• Monitoring GDN’s provision of services to the 3ie program, as established under the MOU between GDN and 3ie Inc.
• Oversight of all service contracts, e.g. 3ie travels services, printing services, any other external services required or recruitment and travel.
• Manages office maintenance and repairs, including procurement of equipment and supplies, office space planning, classification of files and archives, and effective use of space.
• Supervises office support services, i.e. receptionist, cleaning, messenger
• Oversight of HR activities including monitoring and recording annual leave, salary
administration, employee benefits (medical, pensions, housing loans, etc), allocation of
administrative support staff during peak periods and for cover arrangements.
• Development and monitoring of 3ie specific staff policies and office procedures.

4. Governance
• Reporting to Board Chairman, to service the Board, ensuring decisions are taken in a timely manner and in accordance with all relevant legal and financial requirements and guidelines
Assisting the Chairman, Commissioners, and the Board as a whole, to function effectively and in
keeping with international best practice governance standards
• Servicing at least two Board meetings per year taking accurate minutes, maintaining electronic records with back-up, maintaining Minute Book with minutes signed by Chairman, accessible at all times for verification of resolutions
• Delivering quality Board papers, concise and informative, at least five working days prior to each

Board meeting
• Providing a quarterly Management Report, summarising all activity, both financial and non-financial
• Monitoring Board budget 2011, including fees, travel, catering and venue hire and professional development for Commissioners
• Keeping Commissioners fully informed of date, time and venue for every Board meeting, and
maintaining an up-to-date Board Schedule
• Ensuring that the Annual Budget is submitted to the Audit Committee in a timely manner
• Ensuring that the Annual Report with financial statements is presented to the members and funders by 31 March each year
• Submitting the Annual Financial Statements to the auditor by mid February each year and ensuring inclusion in the Annual Report
• Monitoring all delegations of both financial and non-financial authority
• Regularly updating Register of Interests
• Compiling a Board Folder of key documents for each new Commissioner and providing regular updates to all Board members, including the BY-Laws, latest budget and strategic plan, Executive-Directors Job Description etc.
• Arranging an induction program when new Commissioners are appointed
• Assisting in the development of strategy and corporate planning sessions, and with the completion of the 3ie Strategic Plan
• Ensuring that monitoring the indicators in the 3ie Strategic Plan is addressed at each Board meeting, and that progress towards targets is monitored
• Keeping key stakeholders informed of any key decisions, as requested by the Board.
• Responding to external stakeholder enquiries relating to the governance of 3ie

Candidate Profile and Qualifications: Must Haves
1) CA, CS, ICWA - Similar auditing qualifications/Degree in MBA Finance
