1) Essential: masters degree from a recognised academic/professional institution in a relevant social science or related discipline (public administration, public financial management, law, etc), ideally with a professional qualification in PFM such as:
CA, ICWA, CFA, ICMA, CPA, CGA
- or Similar auditing qualification
2) Essential: minimum 6 years' experience in PFM/ governance-related field.
3) Essential: as well as PFM experience, demonstrated practical expertise in at least one of the following:
Public sector governance, delivery of essential public services;
Governance engagement by non state actors (e.g. ThinkTanks, NGOs, CBOs, Private Sector).
Governance and economic growth;
Reducing corruption.
3) Essential: Experience of working with/ dealing with accounting and audit/ PFM systems and practices at GoI and at least one State.
4) Essential: Candidates with experience at senior levels in Government are also encouraged to apply.
One area of particular focus for DFID is Public Financial Management (PFM). They support national programmes and state governments to strengthen a range of PFM technical areas – including budget making, accounting, public procurement, audit, and anti-corruption strategies. They are also increasingly focused on enabling non state actors to understand and monitor PFM. DFID also has a strong focus on ensuring maximum value for money (VFM).
