Year of tds deducted written wrong

AY 2017 की एक itr में गलती से year of tds deducted 2017 की जगह 2016 लिखा गया। tds , special land acqusation office के द्वारा road side agricultral land acquire करने की payment पर काटा गया था। assessee को 240000 का refund नही मिला return को revise किया गया और 2020 में rectify भी किया गया। मगर इस गलती की तरफ फिर भी धियान नही गया। इस के बाद covid और फिर income tax के नए पोर्टल पर 154 का option activate न होने की वजह से rectification submit न हो सकी। rectification 154 में उपलब्ध reprocess में कुछ mention remark करने का कोई option ही नही जहाँ पर लिख सके के केवल tds का year change करना है। 154 के दूसरे option में X M L upload में error आने की वजह से upload नही हो सकी। income tax portal की help line और submit grivence में केवल auto generated reply .ही मिले...... go to there, do that, contact that number के अलावा कोई help नही मिली, और अब rectification submit करने का time 4 साल भी over हो चुके please help any one, any way, how can get this refund, assessee की income भी tax limit 250000 से कम है। please help what कैन3 do now
