Querry ----- "X" company buy as a slump sale "Y" company.
Is TDS provisions /dividend provision applicable under this transaction?
what will be the tax rate for these type of transaction both in cases -- a) STCG b) LTCG

No TDS or Dividend provisions applicable, as the transaction is one of sale and purchase.
As regards, capital gains, if the undertaking as a whole was in existence for more than 36 months, only LTCG is applicable.
