Please tell me whether advance received for works contract service is liable to service tax? If taxable on what basis?

Acording to Point of Taxation Rules Service Tax will payble on advance receive or bill submitted whicherver is erlier in any service.

As per the present ST law service provided or agreed to be provided liable. However there is a legal question of whether there can be any liability without rendition of services. However this argument can be relied on only when there is a concrete decision from HC or SC.
