Notification No. 43/2001 CE(NT) is applicable only for Manufacturer or processor of final prodcut exported directly from his factory or warehouse. A manufacturer can't buy trading goods under this notification for further sale in domestic. A manufacturer or process can buy Raw material or packing material for manufactue of final product and final product should directly export from his factory or waehouse. As per your query, it is not possible.
