WITHOUT PAN TDS RATE 20%

Dear All

As per section 206AA TDS deduct 20% if Deductee does not have PAN.

But when I file my tds return PAN is required  85% and 95% of total deductee.

is it also require pan of deductee where TDs deduct 20%  ( return filling purpose.)
