Without LUT

I have been exported without payment of igst and without applying LUT. CAN I APPLY REFUND FOR MY ACCUMULATED ITC?

As per section 16(3) of the IGST Act , for export and to claim refund , payment of IGST or LUT is mandatory , please confirm.
