Withholding tax rate

we have deducted 15% tax on Foreign Payment made ( consultancy ) & filed return with form 27Q - we have received notice from TRACESS for Short Deduction of TDS i.e. ( we have no pan copy of foreign pary ) as per notice we have pay another 15% tax on the same please guide us

Please give the detailed facts. You may not be required to deduct additional tax in case treaty benefit is available.
