Why RCM is in gst? how is it benifitted to the government. nd why it is on hold?

why RCM is in gst?
Bcoz, it's include all the supplies under tax collection.

how is it benifitted to the government...?
- Receiving revenue taxable transactions.

nd why it is on hold...?
- Taxpayers not ready to show all the details...
