Can anybody discuss why ITR V has to be sent to CPC , Bangalore by ordinary post only and not speed post or courier.
I could not think of the intention behind this step.

the reason is the mail is directly delivered to the post box number which the department has with the post office and is not delivered,department collects it from the box which has with the post office,hence speed post or registered post does not serve the purpose as there can be no acnowledgement,even if sent it will put in that box only and not delivered to any person.
hope now you know the logic behind it

In a seminar in pune, CBDT Chairman explained the reason that there is no sufficient staff to recieve the ITR V forms & give acknowledgement for their receipt. He told this in 2009 when there were only 33 people working in CPC Bangalore.

In that case Finance Minister must raise the income exempt limit from Rs 1,80,000 to Rs 20,00,000..............:)

Heard from one of our Sir during ITT training..
Suppose you have the system of Courier/Registered post ,then you CAN get the ackowledgement of having sent the IT return by sending an Empty Envelope (Without any return). Suppose the IT returning officer files a case that you have not filed the returns after the last date, since he got empty letter and you claim in the court that you sent the return with PROOF as the Acknowledgement, then case keeps on moving without progress & resulting in default in filing the return..
To avoid such situation they ask you follow th rule --My guess..
