Why HSN codes are.different in all relatef sanitary and hardware items

Dear Sir.
it is bring to notice that.
here in odisha we are facing a lots of problem to get the HSN code in sanitary / Hardware items , why all these items are related to sanitary.and Hardware having different HSN codes
pls answer & obliged
