every dealer who is registered under c.s.t act means having cst no......issued form-c to seller to avail the benefit of rate of tax....u/s 8 otherwise seller charge high rate...to getting more information plz read sec --8 ....

Obviously the buyer has to issue C Form to the seller.
However, please note that the C Form can be issued only for specified purposes.
