who eligible to pay the tax
I'm Gov servant annual gross salary near 3 lacks.....deduction 90,000/- so I'm eligible to pay the income tax .?

Your gross total income (before allowing any deductions under section 80C to 80U) exceeds Rs. 2.5 lakhs in the FY 2017-18. so you have to file return.But you no need to pay tax.
your net income is less than 2.5 lacs so no need to pay income tax but you will have to file income tax return since your gross total income is above 2.5 lacs
if your income doesn't exceeds BEL and tds not deducted, then not liable to file return.
