in my opinion Chennai or Hyderabad woth respect to low cost of living and you can find good coaching centres at lower cost.

Delhi is best in all aspects of CA Coachings,All top faculty is present in Delhi.
Also accomodation is somehow cheap as compared to Mumbai etc.
Metro trains in Delhi make the conveyance easier and faster.

Opt for Ahmedabad. You can get good articleship exposure, top class coaching, low cost, 24 hr electricity and social security. Thanks to Narendra Modi.

Chennai is good as far as south india is concenrned. But gud professors will be available in Delhi.
