Import Export Code (IEC)
- Issued by the Directorate General of Foreign Trade (DGFT), this code is required for any import/export activity in India.
Consent from State Pollution Control Board (SPCB)
- Paper scrap is categorized as recyclable waste and may fall under environmental regulations.
- Importers need authorization from the respective State Pollution Control Board (SPCB) or Pollution Control Committee (PCC) where the business operates.
Registration with MOEF&CC (if applicable)
- The Ministry of Environment, Forest, and Climate Change (MOEF&CC) governs waste imports under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016.
Pre-shipment Inspection Certificate (PSIC)
- Some paper scrap imports may require a Pre-shipment Inspection Certificate (PSIC) to ensure the scrap is free from contaminants, as per Indian regulations.
Customs Clearance
- The following documents are required for customs:
- Bill of Lading/Airway Bill.
- Invoice and Packing List.
- Importer Exporter Code (IEC).
- Certificate of Origin.

Goods and Services Tax (GST) Registration
- Importers must be registered for GST in India, as GST is applicable on imports.
