No. An individual can file ITR-1 for reporting income/loss from 1 house property. In case the individual is having more than 1 house property then he has to file ITR-2. So in your case that individual can claim loss under the head house property by entering the loss amount prefixed with negative sign.

But when I enter a negative sign for House Property, it shows that u need to use ITR 2 to claim the benefit of set off/ carry fwd.

You need to file ITR-2 in order to claim carry forward and set-off of loss under the head house property.
