Whether TDS will be charged or not on these [URGENT]

Hello Sir,
My freind Avijit Singh has just started his Articleship and he has a query about whether TDS should be charged or not on these items:

1: Certicate Charges
2: Professional and Technical fees
3: Service tax
4: Freight & Transport Charges
5: Port Dock fees
6: Survey & Supervision fees
7: Weight expenses
8: Tourist Guide fees
9: Handling charges
10: Terminal Fees
11: Stuffing charges
12: Detention charges

He knows the rate but does know whether TDS would be charged on the above mentioned items. Please somebody answer this. Its very urgent
