The renting services will be provided within the city of Mumbai and nearby areas only.He does not have any office address. He will manage everything from his residence place only.
Whether he is required to take shop & establishment act? Whether he is required to register with any other department?

Yes, he is required to register with bombay shop and establishment act. He is required to take TAN number, and if income from this service exceeds a certain limit, he will be required to take service tax number as well.
