if sale is happening within the state but goods are to be delivered to oustide India then whether the transaction would be CST or VAT ? Eg: Mr. ABC buys goods from me in Maharashtra and instruct to send these goods to Gujarat to Mr. XYZ, then in that case it would be CST or VAT sale.

1) how the vendor can send the goods out of state without waybill? if waybill is provided then by whom?
2) who is consignee at gujrat? ABC or any 3rd party?
without these information, its not possible to discuss the issue.
i think it seems like E1 sales.
