whether Compulsory Registration for commission agent ?

the person who supply goods and/or services on behalf of other registered taxable persons whether as an agent or otherwise are covered under compulsory registration.
So such Commission agents or Brokers are required to be compulsory registration without any threshhold limit of Rs.20 lakhs ?
