when will this sick rule of transfer will be changed??

hello to all articles who are struggling due to this rubbish rule by icai.......i know almost all are strugllin due to it???guys do we have to face this rule forever until our article finishes.................does anyone have any info. abt change in rules which might come in future..............please tell ..........after this rule our situation is really becoming very bad.......
