What is the rule of List of Popular Threads ??

Can anyone tell me what is the rule of Popular Threads List? 

As much as i can understand, the list is on the basis of Replies, Views & its use.. If my understanding is right, then the below mentioned forum should be in the list of popular threads -

I think, this thread is very useful for many members.. Lets share with everyone who is in need of these..
