Duly signed means properly signed by the concerned applicant

It means proper & valid signed by the concerned person/authority.

"Duly signed" means that a document has been properly and correctly signed according to specified protocol ( as it was intended to be).

Duly is an adverb meaning in accordance with what is required or appropriate; following proper procedure or arrangement. “A document duly signed and authorized by the inspector" is one that was properly, correctly, appropriately, suitably, fittingly signed, as might be expected or predicted. It also could mean signed on time, or referring to the punctuality of the act. “He returned the document quickly as it was duly signed.”
