I have applied for new GST number and have been issued SCN from department of taxes and asked to reply within 7 days. what is this SCN

You have to give reply for show cause notice. Or May be required to submit some additional documents needed to be uploaded for processing gst registration as per the SCN.
whom to reply or where n whom to meet
You reply in gst portal by login in with TRN.
sir nothing is visible over there
go to services-->registration-->application for filing clarification-->give you scn no. and proceed futher.
if again not view then contact me I will solve your query and get your GST number as soon as earlier
