You hve received services from unregistered person not liable for pay RCM under Section 9(4) is ommited you have pay only Rcm Under section 9 (3)
That provision has been omitted since 14th October 2017.
RCM on unregistered supply applicable only in real-estate business subject to certain conditions

The said provision is not withdrawn by the government.
