No there is no law for minimum amount to file NIL returns.
However individuals get basic slab upto 2.5Lakh. Better use that and file returns

If you are an Individual and your income in the Previous Year ( 2017-18 ) does not exceed ₹ 2.5 lakhs , then you are exempted from paying Income Tax. But you have to File your ITR in the appropriate Form.
